A programme of work is a series of projects that individually deliver specific business objectives. It may be several projects run in conjunction to deliver a business aim or goal or a series of projects that are interdependent in order to deliver change.

Programme management is a challenge for any organisation as it typically involves change with associated heightened risk. At programme level, failure is not an option for companies as the business case is inevitably overwhelming and the reward for success huge. However, organisations do not often undertake a raft of projects and therefore do not hold resource with the appropriate skills internally to programme manage when they are required to do so. Furthermore, the skills that are deployed to programme manage are the result of training and experience together with the skilled use of tools.

Impact

Most organisations believe that they can field a credible programme manager and programme management team from internal resources. More often than not, it will be someone that is unused to programme management and risk assessment. Undertaking a programme of work is by its very nature out of the realms of the normally available skill sets in a company. This means that this increases risk in an already risky environment. As a result, specific skills are required to manage risk and to deliver the programme with appropriate measured and managed techniques to deliver the benefits outlined in the business case. This will inevitably lead to a more challenging programme delivery than would be the case if experienced and skilled resource had been used to manage programme delivery and risk management.

This involves use of a specific methodology as a means of understanding the processes involved and also as a means of developing effective reporting into typically a steering group with stated milestones, and benchmarked progress both against plan and between projects and where appropriate allowing the release of additional resource to assist the issue resolution process. Critical path development and management at a project and programme level is also important, as is communication up and down the reporting chain. Financial management is included along with detailed risk assessment for each phase of the rollout of the programme.
